U13 Local League Tournament

February 6-8, 2026

Rules and Regulations

1.     All O.M.H.A. rules and regulations shall apply.

2.   Individual or team suspensions shall be enforced as per the O.M.H.A. Manual of Operations.

3.   Abusive behaviour by any player, team official or fan will not be tolerated and will result in the offending person/people being expelled from the tournament.

4.     Approved roster sheet and travel permit must be received prior to first game played. Please have your roster with you at all times.

5.     Teams must be dressed and ready to play at least 15 minutes in advance of their scheduled game time in case games are ahead of schedule.

6.     If there are conflicting sweater colours, the HOME team will be expected to wear sweaters of contrasting colour. The dominant colour for home sweaters is white (or a similar light colour). Please bring 2 sets of sweaters.

7.     There will be a two minute warm-up before each game, beginning when the first team steps on the ice. Do not go on the ice until the ice resurfacer is off and its doors closed.

8.     There will be no floods between periods, only at the end of games.

9.    Each team is guaranteed 4 games with the possibility of a fifth game. There are 3 divisions with 4 teams in each of the Driscoll and Devereaux divisions and 6 teams in the O’Reilly division. Each team will play 3 preliminary games within their division to determine which of the four championships (A, B, C, D) they will compete for. The determination process is as follows:

  • “A” Championship (4 teams): The team with the most points from each of the Driscoll, Devereaux, and O’Reilly divisions as well as the team with the 2nd most points in the O'Reilly division.
  • “B” Championship (4 teams): The team with the 2nd most points from each of the Driscoll and Devereaux divisions, as well as the teams with the 3rd and 4th most points in the O'Reilly division.
  • “C” Championship (4 teams): The team with the 3rd most points from each of the Driscoll and Devereaux divisions, as well as the teams with the 5th and 6th most points in the O'Reilly division.
  • “D” Championship (2 teams): The team with the least points from each of the Driscoll and Devereaux divisions.

10. Preliminary games

  • Preliminary games will be 10-10-15 stop time periods with no time outs.
  • Mercy rule for all preliminary games: if a team is ahead by 5 or more goals in the third period, straight time will begin until the difference is reduced to 3 goals, in which case the clock will revert back to stop time. The clock will only be stopped if an on-ice injury should occur. Penalties incurred during running time will be served as 3 minutes.
  • Preliminary games will be played on a points-per-period basis with a maximum of 10 points to be awarded in each game. Each team will be awarded 2 points for a period win, 1 point for a period tie and 0 points for a period loss. The team winning the game will receive an additional 4 points. In the case of a game ending in a tie, an additional 2 points will be awarded to each team. No overtime in preliminary round games.

11.   Tie-breaker: If two or more teams are tied after the preliminary round, ties will be broken based on the following order:

             1) Head to head result (used only if 2 teams are tied)

             2) Goal quotient – For all 3 games combined, the total goals for divided by total goals for plus total goals against; the highest percentage advances.

             3) Goals against - Fewest total goals scored against for all 3 games.

             4) Goal for - Highest total goals scored for from all 3 games.

             5) Least penalized - The team with the fewest total penalty minutes from all 3 games.

             6) A coin toss.

12.   Semi-finals and Championship games

  • For Semi-final games, seeding will be based on preliminary round points (using the above tie breaker, if necessary) with the highest seeded team playing the lowest seeded team while the 2nd and 3rd seeded teams will play each other. The team in each Semi-final game with the higher preliminary round points will be designated the HOME team. The winners of the semi-final games will advance to play in the final for their respective championship.
  • Semi-Final games will be 10-10-15 stop time periods, with each team allowed one 30 second time out.
  • Championship games will be 10-15-15 stop time periods, with each team allowed one 30 second time out. The team with the higher preliminary round points will be the HOME team for the Championship game.
  • NO Mercy rule in Semi-final and Championship games.

13.   Overtime for Semi-finals and Championship games:

i) Sudden victory, 3 minute stop time to be played 4-on-4 plus goalies. (Penalties assessed during regulation time carry-over into overtime period).

ii) If a penalty is called during 4-on-4, or 3-on-3 if the second overtime period is reached (see below), and it is not a coincidental penalty, then the non-offending team will add a player (5-on-4 or 4-on-3) and the offending player will go to the penalty box. When the penalty that occurred during overtime is over the penalized player waits to return to the ice until the next whistle, after which the additional player added by the non-offending team is removed and play resumes at even strength (assuming no more penalties have been called).

ii) If still tied after the first 3 minute overtime, then a second 3 minute stop time period will be played 3-on-3 plus goalies.

iii) If still tied after the second 3 minute overtime, then each team will select 3 players for a shoot-out. All 6 players may shoot once on a rotation basis between the teams. The team scoring the most goals will be declared the winner. If still tied, then the shootout continues with a different shooter from each team until one team has scored more goals than the other team after an equal number of shooters. (NO shooter may repeat until all players on their team, excluding goalies, have shot once).

14.   In the event of a dispute regarding these rules or other matters related to the tournament, the decision of the Tournament Committee is final.
